Mr. Hayes is a founder and principal of the Bolivar Investment Group that owns and operates 1500Hwy 87 LLC, the master development investment group developing the 110-acre Bolivar Beachside Resort area. He has managed the acquisition and sale of 10,000 acres in Galveston and Chambers Counties, Texas. He was the Founder and co-manager of the Gulf Coastal Plains Mitigation Bank, which provides mitigation credits for projects located along the Galveston-Houston waterways. In addition, Jim Hayes has over 40 years of experience in the founding, managing, and financing of other professional services, real estate, congregate care, distribution, technology, medical, mining, manufacturing, utility, and financial companies. He is a CPA and holds a BBA from the University of Texas and an MBA from Lamar University.
Mr. Wiglesworth switched from his highly successful Marketing & Advertising career on Madison Avenue to joining the team. His 30-year career culminated in senior-level positions with the world’s largest advertising agencies, including J. Walter Thompson/WPP, where he garnered dozens of marketing awards for clients Coca-Cola, Burger King, Visa, Coppertone, Seagram’s, Sam Adams, Popeyes, KFC, Quaker State, Dryer’s/Nestle, Safeway, USOC, Lowes, Home Depot, Phillips Lighting, Simon Malls, and WaWa C- Stores. In 2006 he relocated to Houston, Texas, to concentrate full time on his developer avocation and founded Dreamscape Builders LP to design, build and develop award-winning residential spec townhome developments. His most recent Dreamscape Modern residential Art Colony development has won several modern architecture design accolades featured in the national and local press and TV. He has now focused his building and marketing expertise as a co-founder and principal of the Bolivar Investment Group and his own residential beach property development on the Bolivar peninsula. Mr. Harrison is a co-founder and principal of the Bolivar Investment Group. Tom brings over 40 years of experience in construction, operations, management, business finance, and design/build. He has held positions in several companies as owner, Founder, co-founder, and president. Mr. Harrison is the Founder and president of ALLCO LLC (allo.com), a privately held, diversified construction company specializing in commercial, high-rise buildings, utilities and infrastructure, highway and heavy construction projects. Headquartered in Beaumont, Texas, since 1985, ALLCO has completed over $3 billion in new construction and has a $400 million bonding capacity. Mr. Harrison also developed and operated the Bolivar Utility Services Co., which provides wastewater treatment services to Bolivar Peninsula. In addition, he has served on the board of directors and had affiliations with Parkdale Bank, Lamar University, Associate General Contractors, and the Houston Contractors Association. He holds a BBA degree from Lamar University and resides in Beaumont, Texas.
Alejandro “Alex” L. Padua brings with him a wealth of experience as the Co-CEO of Star of Texas Regional Center, ensuring that its operations align with EB-5 rules and guidelines and that all projects under the Regional Center’s banner are developed with the utmost diligence. Since founding Padua Law Firm in 2007, Alex has catered to a wide spectrum of clients, from individuals to multi-national entities. His diverse legal expertise positions him perfectly for navigating the intricate legalities of the EB-5 processes. Further, his dual role as an attorney and a business principal (focusing primarily on real estate developments and investments in the geographic area of the Regional Center) gives him an unparalleled insight into the challenges businesses face and the solutions they require. Born in Mexico City, Alex moved to Texas in 1988 and has since been a proud Houstonian. His academic accolades include a B.B.A. in Finance from the University of Texas, Austin, and a Doctorate of Jurisprudence from the University of Houston Law Center. Being fully bi-cultural and bilingual, Alex bridges the gap between both domestic and foreign investors and the Regional Center and its affiliated and sponsored projects, while ensuring a smooth, efficient process for all stakeholders in the Star of Texas Regional Center’s projects.
Sara E. Padua Cordua. As the Vice President (VP) for the Star of Texas Regional Center, Sara E. Padua Cordua brings a rich legacy of legal expertise from her tenure at Padua Law Firm, PLLC since 2014 and Skadden Arps before that. Specializing in transactional and corporate law, she has been instrumental in guiding both blossoming entrepreneurs and established companies through intricate corporate landscapes, including securities and corporate governance law, real estate, and financing. A Harvard University and University of Texas School of Law alumna, Sara’s experience extends to immigration law, especially in representing foreign entrepreneurs keen on U.S. investments via EB-5 investor visas. Prior to PLF, she made her mark at a renowned New York-based international law firm, handling multi-million dollar deals across the energy sector. A polyglot with roots in Mexico City, Sara’s global experiences amplify her empathetic approach to her diverse clientele. Sara will also assist in expanding operations and ensuring that the Regional Center operates within the legal, regulatory, and internal procedural frameworks pertinent to its functions and mandates. Her role will be instrumental in identifying and evaluating both opportunities for further economic growth and risks while ensuring that the Regional Center maintains the highest standards of integrity and ethical conduct. She is also involved in Star of Texas’s policy development, which includes formulating, implementing, and updating compliance policies and procedures to reflect changing regulations and organizational goals.
